Fatma Mızıkacı received her PhD degree from the Middle East Technical University (Ankara, Turkey) in program development and evaluation in 2001. Her dissertation was on the program evaluation of a private university in terms of total quality management principles. Her dissertation was the first on a private university in Turkey on the quality and program evaluation. In 2004 she was a visiting scholar to UNESCO-CEPES where she worked on the project entitled Private Higher Education in Europe. She conducted the case study Private Higher Education in Turkey, and her country report was published in the Rising Role and Relevance of Private Higher Education in Europe-UNESCO-CEPES publication. She also presented a paper on “Private Higher Education in Turkey” in the International Conference on Private Higher Education in Europe and Quality Assurance and Accreditation from the Perspective of the Bologna Process Objectives in Warsaw in 2005. She is also the author of the UNESCO-CEPES publication Higher Education in Turkey, and a member of EEU (Empower European University). Her recent paper derived from PROPHE working paper Isomorphic and Diverse Institutions among Turkish Foundation Universities was published in English in the Journal of Eğitim ve Bilim (Education and Science) in 2010. She is the provider of Turkish data to PROPHE. Presently professor MIZIKACI is a lecturer at Ankara University Faculty of Educational Sciences.
