PROPHEts in ASHE Conference 2008 (Reported by Prachayani Praphamontripong) PROPHE presented a panel at the 33rd Annual Conference of the Association for the Study of Higher Education (ASHE) in Jacksonville, Florida, November 5-8, 2008. It introduced a new category of private higher education, as indicated by the panel titled “Between Elite and Non-Elite: Exploring Private ‘Semi-Elite’ Universities”with national case studies on Mexico, Poland, and Thailand, as well as a global overview. The panel started with Joanna Demurat, PROPHE Doctoral Research Associate talking about methods that ambitious Polish private higher education institutions use in order to attract near pinnacle students. PROPHE Director Daniel C. Levy then gave a global overview of semi-elite private higher education institutions and proposed some postulated characteristics via global evidence. Next, Prachayani Praphamontripong, PROPHE Doctoral Research Associate and ABD applied the postulated characteristics of semi-elite institutions to the Thai case, focusing specifically on institutional governance and finance. Lastly, PROPHE Affiliate Juan Carlos Silas Casillas, Professor at the Jesuit University of Guadalajara applied the similar concept of semi-elites to the case of Mexico’s state of Nuevo Leon. The discussant was William Zumeta, Professor of Public Affairs and Educational Administration and Policy Studies at the University of Washington, Seattle. The panel was chaired by Chunyue Zhang, PROPHE Doctoral Research Associate. Additionally, PROPHEts also presented their research at other panels. PROPHE Collaborating Scholar Kevin Kinser addressed issues of regulation and of cross-border practices. PROPHE Doctoral Research Associate Hirosuke Honda presented his study on external quality assurance system in Japanese higher education via a comparative perspective.
