PROPHEts in ASHE Conference 2005 (Reported by Prachayani Praphamontripong) PROPHE had a major presence at the 30th Annual Conference of the Association for the Study of Higher Education (ASHE) in Philadelphia during November 16-19, 2005. Generously supported by the Ford Foundation, PROPHE, led by PROPHE Director Daniel Levy, brought the total of 19 international scholars for participation and presentations. (See the list of participants at the bottom of this report.) PROPHE ran two special symposia on private higher education. In the ASHE Presidential Session, PROPHEts presented on "Public-Private Cooperation and Conflict in International Contexts," chaired by Prachayani Praphamontripong, with Daniel Levy as discussant. Slantcheva discussed the private-public dynamics in Central and Eastern European higher education; Yonezawa talked about sharp changes in public-private relationship in Japanese higher education; Mabizela depicted how South Africa's private institutions meet market demands; Castro illustrated the crisis of private growth in Brazilian higher education; Pachuashvili presented strategies of private-public cooperation for mutual benefit and competition for student cohorts from the post-communist countries. Finally, Levy discussed and concluded on elements that lead to conflict and cooperation between public and private sectors. Another PROPHE symposium was "Comparing Public and Private Higher Education: Cohesion, Distinctiveness and Diversity across Sectors," chaired by Daniel Levy. From a legal perspective, Bernasconi analyzed privateness in Latin American higher education through higher education laws. Salerno talked about incorporating private higher education into saturated education markets, and Teixeira explored on patterns of diversity in higher education. Lastly, Cao analyzed private-public distinctiveness in fields of study in Chinese higher education while Silas focused on the role of demand-absorbing in Mexican private higher education. In addition, PROPHEts also presented their research/ scholarly papers in various sessions. Suspitsin gave a talk on legitimation of Russian private higher education through partnerships with public universities. Salerno (co-author with Marc Kaulisch) compared academic career systems among Germany, UK, and US. Landoni (co-author with Carlos Romero) explored accreditation and private higher education development in Argentina, Chile, and Uruguay. Kinser, like Landoni focusing on accreditation, discussed his research on accreditation status of US for-profit institutions. He also presented in a symposium, "Entrepreneurs, Consumers and Cultural Resistance: The Changing Terrain of Higher Education," and co-presented with Jill Lansing on college choice decisions of distance learners. As this was the first time that a great number of PROPHEts had an opportunity to convene, PROPHE hosted a special dinner for all PROPHEts at ASHE. Honorary guests included Burton R. Clark, Allan M. Cartter Professor Emeritus of Higher Education UCLA, and Philip G. Altbach, Monan Professor of Higher Education and Director of the Boston College Center for International Higher Education, PROPHE's partner. PROPHE also co-hosted an open reception for the conference and welcomed everyone to attend.
