Brad Watts & Ann Cleary. Collecting and Using Cost Data in the Orange County System of Care. Paper Presentation at the 27th Annual Conference of the American Evaluation Association. Washington, DC. October 2013.

Abstract
Under a grant from the U.S. Department of Health and Human Services, Orange County, NY operates a System of Care program, which acts as a central contact point to link youth facing mental health needs (and their families) with appropriate service providers in the region. As part of a well-known national program model for providing mental health services, the Orange County System of Care (OCSOC) collects and reports a designated set of performance measures; however, the agency has become one of the first System of Care locations to begin collecting longitudinal data on the detailed costs incurred for individual services. This presentation details the process used by OCSOC for collecting cost data from multiple agencies and how the consideration of costs has been used to supplement the ongoing evaluation at the agency.
