Terry Maxwell is an Associate Professor and Chair of the Department of Information Studies. He specializes in information management and policy, particularly the information public domain. He has a B.A. in English from Bard College; a Master's in Public Administration from the University at Albany, and a Ph.D. in Public Administration from the Rockefeller College, University at Albany, specializing in Policy Analysis and Organizational Behavior. Previously Terry served as the Executive Director of the New York State Forum for Information Resource Management, a membership organization of more than 2500 individuals and 70 NY state and local agencies. His experience with government information resources management spans 30 years. He is a former Eastern Regional Director for the National Association of State Information Resource Executives, and serves as the Research Director for the University's Intergovernmental Solutions Program. He has consulted on information policy issues for New York state and local government agencies, the US General Accountability Office, and the government of Lebanon.
