Richard H. Neiman was appointed as New York's 43rd Superintendent of Banks in March 2007.  Immediately prior to his appointment, he served as President and CEO of TD Bank USA, N.A., a wholly-owned subsidiary of Toronto-Dominion Bank.  Mr. Neiman is on the Board of Directors of the Henry Street Settlement, one of NY’s oldest social services organizations, and serves on the Board of the Harlem Educational Activities Fund.  In November 2008 Mr. Neiman was appointed by House Speaker Nancy Pelosi to serve on the five-member Congressional Oversight Panel. He also serves on the board of the Conference of State Bank Supervisors and chairs Governor Paterson’s HALT Task Force.

Mr. Neiman began his career with the Office of the Comptroller of the Currency. He spent 10 years at Citicorp and then returned to Washington, D.C. to serve as Director of Regulatory Advisory Services for Price Waterhouse.  From 1994 to 2006 Mr. Neiman joined TD Waterhouse Group as Executive VP and General Counsel.

Mr. Neiman is an outspoken advocate for greater federal efforts in systemic mass modifications and more state/federal cooperation in addressing mortgage crisis.  He participates in the State Foreclosure Prevention Working Group, a multi-state task force working with loan servicers to reduce unnecessary foreclosures.

Mr. Neiman holds a B.A. in political science from American University and a J.D. degree from Emory University.
