Francis J. Higgins 1968
Francis Joseph Higgins enlisted as a private in the New York National Guard on February 20, 1940. He served overseas in combat in both World War II and the Korean War. He retired from the Army with the rank of Major General in May 1984. He was a graduate of Fordham University, St. John's University, School of Law. In June 1968, he received an MPA from SUNY Albany.and the University at Albany with a masters degree in Public Administration. He was a combat veteran of World War II and Korea and was the recipient of the Good Conduct Award and the Distinguished Service Medal. General Higgins was the adjutant general for NYS and the vice chief of staff to the governor.
Francis J Higgins, Major General USA (ret), 86, passed away peacefully at his home on December 17, 2010. He was born on May 24, 1924 in NYC.
