In higher-performing schools, few instructional programs and materials are mandated and when they are, teachers are expected to enhance instruction and not merely teach the text. Higher-performing schools look for consistent insight from teachers concerning the effectiveness of programs and materials. Changes are made after piloting new materials and gaining feedback from teachers.
